Update Requires Restart Modern Warfare: What Does it Mean?
It's not unusual for major Call of Duty updates to require players to restart their clients. The problem in this case is that those players who restart find they still can't access the game. They become stuck in a loop, asked over and over to restart the game to apply updates that never get applied.
The cause of the restart loop is unclear.
The only solution that appears to fix the problem reliably is to uninstall and reinstall the entire game. Tedious though it may be, this appears the best way to escape the loop, and works regardless of platform.
