The best tactic for gaining this achievement is done by using Reaper's Death Blossom wisely.

Because the ultimate reloads the shotguns when it is used, it wont get the job done on its own. Instead you should use it to deal loads of damage to a group of enemies. This will make it so that your enemies have little to no health left once you reload.

Now, fire off rounds at the damaged opposition and take them out before running out of bullets and reloading. If you are able to drop three enemies without reloading, and without getting an assist, you will receive the Waste Not Want Not achievement.
